Principal Designer Services
What is a Principal Designer?
A Principal Designer is an organisation or an individual appointed by the client to take control of the pre-construction phase of any project involving more than one contractor. Principal Designer Services are offered by Eryri Consulting Limited.
The Principal Designer’s role is in influencing how risks to health and safety are managed throughout a project. Design decisions made during the pre-construction phase can significantly influence if project is delivered in a way that secures the health and safety of everyone that the work affects.
What is included in the service?
Eryri Consulting Limited can undertake all of the Principal Designer’s Duties as an independent professional CDM adviser.
- Preparing the Pre-Design Information Pack (PDI) – Something Eryri Consulting Limited have developed to assist designers in understanding their duties
- Preparing the Pre-Construction Information pack (PCI) – Collating information from surveys, service drawings and designer risk management information from all parties
- Reviewing designs for suitability and consideration for health and safety (Have the designers considered the “General Principles of Prevention”?)
- Attend pre-contract meetings / Design Team Meetings (if required)
- Notification to HSE (This is a Client Duty for Commercial Clients)
- Reviewing Principal Contractor’s Construction Phase Plans
- If required, carry out site inspections to ensure compliance
- Preparation of the Health & Safety File to be handed over to the client *
Note * If the Principal Designer role is terminated before the end of the project, the health and safety file will be passed on to the Principal Contractor to complete the file.

Contractor SSIP Assessments (CHAS etc)

WHAT BENEFITS WILL AN SSIP CERTIFICATE HAVE?
SSIP registration is a key indicator that your company can demonstrate high levels of health and safety management. It shows an ongoing commitment to best practice within the work environment and the required levels of protection for your staff and contractors. As this sector is now more regulated than ever before, SSIP is the simple way to prove that your company takes this matter very seriously.
SSIP was founded in May 2009 following the Government report on Accelerating the SME economic engine: through transparent, simple and strategic procurement. Supported by the HSE, SSIP aims to streamline pre-qualification and encourage straightforward mutual recognition between its Member Schemes.
All assessments completed by the Member Schemes (CHAS, Safecontractor, SMAS etc) are completed utilising the SSIP Core Criteria which is aligned to the Government-backed construction pre-qualification document PAS 91, ensuring consistency within supply chain management.
SSIP assessments are all judged on core criteria approved by HSE. These core criteria describe what it means for a construction business to comply with basic health and safety law. The Core Criteria were published by HSE in Appendix 4 of the CDM 2007 Approved Code of Practice. With the new CDM 2015 Regulations, there is no immediate publication of an Approved Code of Practice, and the SSIP Forum have agreed to adopt the Core Criteria to become part of the SSIP Terms of Reference.

Fire Risk Assessments
From 1st October 2006 The Regulatory Reform (Fire Safety) Order 2005 requires the Responsible Person (RP) of any non-domestic premises to carry out a fire risk assessment, including measures to reduce or eliminate the risk of fire, and identify persons at risk. Where there are 5 or more employees, a record must be kept of significant findings and a definition of a Responsible Person is contained in the above Order.
Where the Responsible Person does not have control of all parts of the building and it is shared with other persons, they should be informed of significant risks identified. The person who does have control (landlord, owner, or other employer etc.) has a responsibility to make sure the regulations are complied with, in the parts they control. This may require communication and cooperation between parties to ensure coordination of fire safety provisions, fire fighting measures, evacuation procedures etc.

Appointed Person (Lifting Operations)
In lifting operations, an appointed person is the person responsible for the execution and safety of a lifting operation. Although duties may be delegated to others, it is the appointed person who retains the responsibility of the operation.
An appointed person may also be a crane supervisor or crane operator in addition to being an appointed person. The role is a very responsible one as the appointed person must have good working knowledge of lifting operations and safe working.
CPCS Appointed Person (A61)
The CPCS appointed person course is aimed at supervisors and managers with responsibility for lifting operations and will give them a good understanding of the appointed persons responsibilities and how to fulfil them.
Upon completing the course and passing the CPCS technical tests, the learner would achieve a red CPCS Trained Operator card.
The Red Trained Operator card will only for 2 years. In this time you are required to undertake the relevant NVQ in order to upgrade your card to the Blue Competent Operator Card. The red card cannot be renewed, the only way to remain in the CPCS scheme is to complete the relevant NVQ.
National Vocational Qualifications (NVQs) are competence based and are achieved in the workplace. They demonstrate your ability at work by recognising the skills, knowledge, ability, training and experience required to perform a job safely and in an effective and efficient manner.
To complete the NVQ you will be required to submit work based evidence and also complete an assessment by observation with the assessor.
At Eryri Consulting Limited, our Principal Consultant (Glyn Hughes) has carried out the training and NVQ and holds a CPCS card valid until May 2023.

Accident and Incident Investigation
